Simply put you must be following to many accounts. Your following number must be lower then the amount of followers you have. When I followed my first 2,000 people I immediately was lock down from following. That's Twitter jail. Once I unfollowed most of the unnecessary accounts and allowed my followers number to exceed my following number it became apparent that I was following to many people. Beside that fact that one of my helpful followers told me my followers must be larger then my following.
